Fully new computer with HD7870 won't show picture on monitor

Hello everyone,today i came here with question about my problem with new computer.It's freaking me out.

So let's begin,I started my build 5 months ago and now it's finished,I installed graphic card and it won't show picture on monitor,my monitor is VGA,and graphic card need DVI or HDMI,so i'm using DVI to VGA adapter which i got with graphic card in package.Full name of graphic card is: SAPPHIRE Radeon HD 7870 2GB GDDR5 GHz Edition.
All cables are connected.
In device manager graphic card got this error: "Windows has stopped this device because it has reported problems. (Code 43)".
All drivers installed,tried many versions,nothing helped,it's still blackscreen + no signal when i connect monitor to graphic card connector.But when i use integrated graphic card(motherboard with graphic from intel processor - Intel HD 4400) it's work normally.
I tried disabling intergrated graphic card in BIOS but it won't helped too,when i do it,both integrated and HD7870 give just blackscreen,nothing else.
Some components are incompatible or what happening?

I can add screenshots from Speccy,GPU-Z,Device Manager,or any other program if you need.
Just ask me anything you need/want,I'm willing to give more and precious informations if you need it.

remove the card, give the pins a bit of a wipe, reseat card. maybe try a different slot if that doesn't work.

make sure the card is all the way in as well.

Okay,I will try wiping pins,and see if it works then.It possible that the card partly loaded cuz maybe it's not all the way in slot?

it is possible that there isnt a clean or full connection. you would think it wouldnt work at all but that often isnt the case

It's seated fully in slot,can't push it more in slot.So it's not the problem,later i will check 2nd PCI-E slot(Slower one) to check if it work then.If that not help too,i will take it to PC repair shop to examine my PC and components.

Problem solved.
PC taken to PC service and now everything is good.
All components was working well without problems.

The problem is upper slot (pcie 3.0 x16),graphic hd7870 wont work in it,but graphic is 3.0 too,idk why..Motherboard is new too,will check that upper slot with some other graphic card from previous PC to see if it works onr not.

Yes,i will do that these days.As i said everything is new,I built it.
