FX 6300 and GTX 970 FPS problems

I recently got an Gtx 970 Windforce because of cryptocurrency with AMD GPUS.
Anyways I installed all the drivers and etc but for some reason when I launch GTV I end up locking at 30 FPS and I checked the graphics settings and they were fine. Also with csgo I was AVG 150 FPS and dips under 100. I am assuming it's either my FX 6300 or possibly driver problems.

In cs the fx6300 is bottlenecking.

In GTAV I've got the same problem, when I start the game its caped at 30 fps. Try alt-tab and go back to game several times.

I did try that and looked at other ways but it still keeps locking me at 30 FPS even though I switched Vsync off and on
