FX 6300 Bottleneck

So,Here is my problem.Since I got my new R9 270 for christmas,I noticed that my fps In games hops up and down a lot and is generally really low.I have tried changing the resultion and settings and the fps stays the same no matter what setting in every game.The temps on both the Gpu and Cpu never exceed 50 degrees celcius.The usage of the cpu and gpu seem fine.I have tried unlocking the core on my FX-6300.I am really nervous because I know that the 6300 has more than enough power to handle the R9 270.Help is really appreciated.Also,before I had the HD 7770 and my fps was much better in every game.With my new card fps in CS:GO never exceeds 129 fps when with the 7770 it was always above the 200+ mark.Thank you for reading and I hope you can help me solve my issue.
 
It's unlikely you are dealing with a CPU bottleneck. You mentioned your CPU GPU utilizations. When playing a demanding game does the GPU utilization stay at or near 100%.
While you have probably already done it, just make sure you have the latest drivers for you card and that you have the most updated version of DirectX
