That board doesn't officially support the 8320, it supports piledriver up to the 6300 (which your 8320 is) and the slightly more efficient vishera 8 cores (8320e and 8370e).
I think that clock speed is down to the board having a hard locked 95w tdp limit, the 8320 is a 125w cpu.
While it'll run because am3+ chips are all essentially the same spec with different core counts and base speeds it won't run properly as you've found.
There is also way too much stress on the vrm setup with that cpu!
Be prepared for it to throttle even more when under heavy load.
