I'm looking to build a pc by July so naturally I'm obsessing over the parts I should use. I want to loopen budget enough to fit that 970 in there so Intel CPUs are sort of out the question. Im having trouble copying the permanent so I'll name individual parts upon request.

Solution
UPDATE:

I recommend an i5-4460 or i5-4590. I just checked PCPartpicker (USA) and they don't cost much more. Only about a $10 to $30 difference over the FX-8350.

The i5-4590 Turbo is 3.7GHz and the i5-4460 is 3.4GHz. For the price difference I'd get the i5-4590.

Here's a benchmark for the FX-8350 (again most games are worse and some match the i5):

*4th gen Intel is about 10% faster than 3rd gen. Thus a 3GHz i5-4xxx is comparable to a i5-3xxx at 3.3GHz.

Other:
You can even avoid a custom CPU cooler and use the stock one if your budget is currently tight. I'd still recommend the CM Hyper 212 EVO for about $30.

You also need a better CPU cooler for the FX-8350...
July is a long time off. it is premature to be making any buying decisions now.
Intel broadwell is likely to be out, and there may be better graphics cards too.
As to intel being out of the question, read tom's latest on best gaming cpu's for the money.
The only recommended amd chip is at the $95 price point

Some questions:
1. What will the pc be used for?
2. If it is for gaming, do you favor shooters or sims/mmo/strategy games.
3. Do you have a monitor or are you planning on buying one.

yes it will work fine. Just be aware that the 900 series cards right now are experiencing low GPU utilization and it's not CPU related because I5's and I7's are experiencing it also. That doesn't mean the card isn't good but just be aware as it seems to be a driver issue. According to what I've found Nvidia is aware of the issue but there's no word on when or if there will be a fix.

The FX-8350 will be a bottleneck for many games so you'll end up with lower performance than you would with any i5-4xxx for most games.

In SKYRIM for example it might mean about 60FPS on max settings and a couple mods versus 90FPS. In some modern games the FX-8350 works as well as a good i5 but that's not typical yet.

I'm not saying you won't have a good experience just not as good as with a modern i5 CPU and the same GTX970.

You may want to rethink not going for intel, amd fx cpus's are getting very old and just cant hang with intel anymore in gaming. You would have to get an am3 mobo which is a dead platform no more cpu's will be made for it so you will be stuck with that 8350 forever unless you upgrade the mobo. I know because thats the exact situation im in so now i have to spend 300 dollars plus to upgrade my cpu.

You also need a better CPU cooler for the FX-8350 than a Haswell Refresh CPU so that can destroy the price difference especially if you consider overclocking the FX (these above Intel CPU's are not overclockable).

AMD Cpu's are not ideal for gaming, especially for Skyrim due to weak single core power. And i saw most of the people complaining about Gpu usage drop with Fx-8350 - Gtx 970 couple. I recommend you to get an i5 4590 for ideal gaming.

Either way you decide to go just remember that the GPU usage drops are not CPU related. As previously mentioned search out gtx 900 low usage and you'll find i5/i7's with the same problem. Weak core or not I've never experienced any problems playing skyrim with mods with HD pack installed.

I have heard but can't confirm some GPU drops independent of CPU but that doesn't change the fact that an FX-8350 will bottleneck a GTX970 in most current games.

If so it's likely an issue that will be fixed and may only be in some games.

When a CPU bottlenecks a GPU the GPU won't run at 100% usage as it's left waiting on the CPU to finish its tasks.

"I have heard but can't confirm some GPU drops independent of CPU but that doesn't change the fact that an FX-8350 will bottleneck a GTX970 in most current games"---You gotta be kiddin me. My FX 6300 and Radeon 7950(boost edition) are Killing the new games on ultra settings :) Dragon age inquisition,Far cry 4,Watch dogs,CIV beyond the earth,Bf4,teso, you name it-everything maxed! I bet if I oc my fx 6300 to 4-4.5 ghz it would not bottleneck even the Titan:)
Vishera(8350) is a powerfull chip, just don't listen to Intel fanboys who envy AMD cause they payed 200$ extra for 10% performance boost:)

hey i think you something very similar to what i want to get
im upgrading from my core2 quad q9550 and would like to ask you some questions

upgrading from a core2quad q9550 2.83ghz and would like to buy or pick up something like this

http://www.ebay.com/itm/COMBO-AMD-FX-8320-EIGHT-CORE-CP...

i have a case already have a corsair 750 watt psu already and a gtx 570 already

so im gonna to buy something like this in that ebay listing
says it comes pre-installed already which i guess means the motherboard and cpu are already
ready
then i will just be adding all of the other components and i have a big hard drive i forgot to mention i will be adding as well

now does anyone think before i go ahead and do this i will or would run into any trouble putting it all together

You wouldn't notice much difference, for "jump" you would need a better gpu paired with 8320. 570 gtx USED to be a beast a whiiile back! At least that is my opinion :)

Yep 8320 is faster and better cpu! What will your son use the pc for? If it is for gaming you might notice some difference in older games...
Fx 8320 and 780GTX sounds like a great idea :)
