FX-8350 frequency drops for short time under load

Hello, I have this weird problem, my CPU drops to 1406 MHz for couple of seconds and then goes back to 4000 MHz while I'm playing games
CPU temp max - 54 C, Mainboard - 34
I had a stock cooler for some time and used CPU in 3400 MHz mode, everything was fine
now I use 212 EVO for cooling CPU and this problem appeared
motherboard - asus m5a78l le
power supply - Cooler Master GX650
GPU - gtx 670
SSD - samsung 840 evo 250 GB
so I searched for solution but still nothing
do I have a bad motherboard maybe?

They used to be cooled by the cooler, but you now need to add a fan to cool them. What you get is throttling to protect the VRMs that are getting too hot. To make matters worse, you are overclocking on a motherboard that isn't designed to do it. Run the CPU at 3400 MHz, cool the VRMs and your system will work fine.
 
A Noctua NH-C14 would be a much better cooler, but it's expensive. Is your case limited to micro-ATX or could you install an ATX motherboard? There are excellent ATX motherboards that will allow you to overclock to 4.0 GHz or more without throttling. Installing a small fan that blows on the VRMs is difficult due to the large cooler. Not overclocking to prevent throttling is a free solution.
 


would you recomend a new motherboard? like Asus Sabertooth 990FX R2.0?
