FX 8350, R9 390, 8gb ram really unstable

Hey! I got a problem with my pc. Im running an MSI R9 390, an fx8350 and 8gb of crucial ddr3 ram. When i play games as Lol or CSGO, i go from 200 fps to 20-50 fps for 30 sec, happens like every 10 minutes. Iv'e updated all my drivers, inc reinstalling windows and usin win update. When my fps drops, it's still at 1040 MHz, the clock speed i set it to run at. Can anyone spot the problem?
 
Okay, let me a bit clearer. I'm using a CM 120mm watercooler, nothing special but it's not defect. The temps are around 60 degrees under 1 hour stress test and the gpu hovers around 70, so my temps are comfortable 650watt psu broze rating from CM, its doing the job. This pc is built frome some parts that died in a soda-accident about 6 months ago. My GPU, mobo and RAm was dead. When my pc gets really slow, the cpu usage goes from 50 percent ish to 20 percent ish, so i know thats the problem. I have updated all amd drivers, aswell as reinstalled windows and used win updater. So i guess my drivers are fine. But is there any kind of driver for a cpu? never come across any drivers for my cpu, so i guess i might have to buy a new one.
 
Also, will a FX-9590 be able to run with my 390 on a 650w psu? Im honestly not sure if im comfortable bying a new more powerfull cpu and just have it shut down on me (if i have to buy a new one)
 

Lets do one thing at a time Are you experiencing fps drops in other games or is it just in counter strike? I would get msi after burner and monitor your fps, temps and usage while playing counter strike to determine what is causing the fps drop

What's the motherboard? If it can't handle FX-8350 it has no chance to handle 9590.
 



The mobo is a MSI 970 gaming. It handles the 8350, but i think the chip is just bad. While i was answering ur question, my screen blacked out and fan started rampingf up at max. I updated my BIOS, all drivers and such. But im thinking buying a 6300, and just use that some years and then upgrade to an Intel processor
