FX-8350 won't get off C&Q?

8350 oc'd 4.4ghz
Asus Sabertooth 990FX
Corsair H55
All my specs are on my profile

Basically, I had my 8350 multiplier overclocked to 4.5 but it wasn't stable. Cool and Quiet was off, the setting was not tampered with basically since the moment I got my 8350. So, I decided to CPU/NB overclock it, and suddenly, cool and quiet starts doing its thing. I'd just like to know how to turn it off if it's already off in the BIOS? Thanks in advance.

Is it off? If your overclock was unstable and you reset it, that means that you also reset your C&Q.

I checked if it was off and it was. It's off right now yet it goes down to 1.3v 1.5Ghz when I'm not using it.

Well if you ask me it appears you drew the short end of the CPU lottery, I guess 4.4 is what you're stuck at.
