fx-9590 Turbo Core not boosting to 5ghz (Stock settings)

I am running my 9590 with a Nepton 280L. I made sure to check AMD OverDrive to make sure that turbo core was for sure enabled as well.

Here is a screenshot of my overdrive settings w/ the turbo core control settings on the right (I have already tried opening this menu and applying these settings to make sure they were enabled). I haven't changed anything from default settings.

Here is a gif of my cpu under full load using Prime95.

For some reason it fluctuates a lot, but refuses to go to 5ghz. After running prime95 for an hour so far it is stable. Any ideas?

Which version of Prime95? Do you change the Voltage?

I use the most recent version 28.5. I have not changed the voltage either.

Clear your CMOS, boot in OC and try to enable the turbo boost.
