FX9590 never goes over 1500MHz

I'm not an absolute noob when it comes to PCs, but this is kind of out of my knowledge.
I recently had the option to build a fairly cheap AM3+ build. (About 200€) total.
FX 9590
GA-990FX-Gaming (rev 1.0)
12GB DDR3 (2x2 + 2x4)
MSI Gigabyte 960 4GB
NZXT Kraken x61 AIO
So, the CPU never goes over 1500MHz. I mean NEVER.
I tried to search for a solution in other threads but maybe I'm blind..
Even at 70% Utilisation it stays at 1500MHz..
Any ideas what might be causing it?
 

I meant during games. Idle it stays at about 10-15C.
But, the game I play the most, is World of Warcraft, which is a CPU based game. Getting 50FPS Max outside of Combat is good. In 25 man raids i get like 5
 


Is it running at 1.5Ghz while gaming? 50c at 1.5Ghz even in game seems way too hot.
 

I dunno man.. any software I should try to monitor with instead of CPU temp?
 

I believe F2 is the latest for this Motherboard. Which is what I have.
 


AMD Overdrive
 
I saw some people talking about the 'Core multiplier', i just noticed that in the Overdrive screen. Could that have to do something with the speeds?
Also, 'Target speed' is set to 1500MHz.. I don't remember setting that.
 


As long as temperature and power are within normal operating range this should automatically adjust depending on the load on the cpu.
 

I thought so too.. but it always stays.
