Yes, the RJ set f3-1600c9d-16gxm (Blue) is the faster and stronger set, also OCs better (rated M for medium OC potential) the CL10 set is a L for Low potential, can also find some 1600/7 sets that have the H at the end of model number for High potential
Why do you say so? What is the difference between having 10-10-10-30-2N and 9-9-9-24-2N? How these 2 affects the performance of my computer? I will not use these Memories for Overclocking. I am somewhat doubtful which one should I choose.
 
The CL9 set is technically faster out of the box, but it's so small a difference that I don't think you'd notice the difference even if you were to put them side by side, go with whichever color you like or which is easier on the wallet. You'll drive yourself crazy and get no where fast looking at benchmarks on RAM that is nearly identical.
