Hello, I would like to build my first budget PC, but I don't know which to choose.
A Pentium G4400 with a GTX 950 Strix OC or a G4560 with GT 1030?

Solution

While GTX 950 is more expensive than G4560, the main issue is that replacing the CPU is far harder thing to do than replacing a GPU.

With GPU replacement, you only need to unfasten the GPU back I/O screw and open the MoBo PCI-E x16 slot latch. Pull out the old GPU and put the new GPU in. MoBo PCI-E x16 slot latch closes automatically and you need to fasten the screw at the back I/O of GPU.

With CPU replacement, things are far trickier. You need to unmount the CPU cooler...
BUT buying the G4560 and the GT 1030 will need an upgrade(GPU). The Graphics card is MUCH more expensive than a Processor. Should I go with the G4400 and the GTX 950, and later upgrade my G4400 to a G4560? Which isn't as expensive as buying a new Graphics Card.

With CPU replacement, things are far trickier. You need to unmount the CPU cooler. Take out old CPU from MoBo. Remove old thermal paste with 90%+ isopropyl alcohol that you need to buy. Put new CPU into MoBo's CPU socket without bending any CPU socket pins or you brick the MoBo. Re-apply new thermal paste which also need to be purchased (put too much and thermal paste squeezes out to your MoBo, if it's conductive it can fry your MoBo; put too less and your CPU isn't cooled well enough and you can fry your chip due to overheating). Re-mount the CPU cooler.

Upgrading G4400 to G4560 isn't worth the effort nor money. For CPU upgrade, it's viable if you go with 7th gen core i5 (7400, 7500 or 7600) since you'll get far better performance boost and all that hassle is worth it.
G4560 vs i5-7600,

So, as i said earlier, i'd go with G4560 and GT 1030.
