G4560 bottlenecking gtx 960?

While I was playing Black Ops 3 with my brother, I discovered there was a ton of stuttering. After a couple mintutes of graphics settings I went into msi after burner and enabled the hud for the game. It showed my cpu being pinned at 100% and my you fluctuating between 91%-17%. I was getting a mere 65 FPS on very low settings at 50% resolution scale. I went into gta 5 as well where my cpu this time was in the low 90’s but my gpu maxing out at 56%. I put an aggressive overclock on the gpu and that did not help. I’m getting 60-70 FPS on low. So, is my cpu bottlenecking my gpu? Or is my gpu just very slow for Black Ops 3 and GTA5. If it is my cpu, would an i5 7500 be a wise upgrade?

your CPU is not meant for gaming. It is meant for office machines at best.
So the CPU is not bottlenecking anything, it's just inappropriate use of it.
7500 will partially solve the problem. as a long term solution, i7 would be more appropriate.
