Ga-gaming b8 Rev.101 solid red light

Hello all,
So I have a little problem, when I turn on my pc, I have a solid red light in the CPU part and sometimes it switch to the ram light. After 30 sec the pc just reboot and he is in a loop..it's a new motherboard, ram and CPU. There is the specs of my pc
CPU : i3-7100 LGA1151 3.9GHz
Motherboard : Ga-Gaming rev.1001
Graphic card : ZOTAC GTX 960
RAM : 2x8 Go DDR4 vengeance LPX
2 x 250 GO ssd and 1 TO HDD

Btw
I tried to remove everything, ram, ssd, hdd, deplugin everything in the USB ports and just keep the CPU, it's doing the same thing, I tried another power supplie and same thing.

Little update..well on this motherboard there is led to show the current step of the board, there is 4 steps to boot this pc : CPU --> DRAM --> VGA --> BOOT. Well when a red light is opened for example BOOT its because it doesn't work correctly..well this light is open on the Boot led. If someone can help
