GA-Z77-DS3H Constantly Restarting

So I was trying to restart my PC into bios the other day and it was going to a black screen. So removed the CMOS battery to reset the BIOS. This worked and I got into the BIOS. I changed some settings and restarted and logged into Windows. Today when I went to BIOS the black screen showed up again, so again, I removed the CMOS battery. But this time after replacing, my PC started restarting constantly. It's restarts in cycles. So the LED turns on and one sec later it turns off. Then again the LED turns on and one sec later it turns off. Then again it turns on and the third time the CPU fan spins fast and I get the one beep post. My screen goes to a "Gigabyte BIOS" splash screen for like two seconds then restarts again. I've left it on for some time now in this cycle, and the Gigabyte splash screen won't show up anymore.
I've done the paperclip test to see if my PSU is faulty but the PSU passed the paper clip test.
I've tried removing everything but CPU+Fan and ram. Still same thing. I tried resetting CMOS many times too.

I just bought a cheap microATX mobo from Amazon. Everything works with the new mobo. I'm gonna RMA my old mobo and return this MicroATX mobo when I get it back
