980 to 2080 is a big jump in ability. Usually only those ppl looking to get value out of a 1440p@144Hz or 4k need go as high. If you don't have one of those monitors and probably aren't getting one, then most of the value in a 2080 is wasted. The exception being gaming and streaming using the gpu to encode. For normal 1080p@60Hz, a gtx 1660ti at less than half the price of a 2080 is far more than enough.
Edit: hah, fast answer. Bottleneck? Nope. The resolution will put a serious dent in gpu fps output. Doesn't affect the cpu. That i7 will be plenty. The only thing I'd be worried about is the psu.
