game cinematics stutter

game cinematics are Always stuttering,however,the games run perfectly,cant find a solution
Videos also lag in wmp but seem to run fine in groove player
I have already searched the internet
tried installing video codecs
change options in game /media player,change options in Radeon control panel
did a windows reset and reinstalled drivers
help would be appreciated

Thank you for replying,Any game really,
old as well as new,even if the cinematic is a slideshow of drawn images
the issue seems to be only with pre rendered cutscenes,if a scripted event or something is happening there is no problem

well actually this sucks that there is no specific solution to this, normally everyone will suggest you to tweak amd/nvidia control panel settings or media player settings, but you have already done that.

normally vsync setting and triple buffering and power management options are used in tweaks.....i hope you have tried that... sometimes changing the process priority also helps but these settings will work on case to case basis.

just for information, what are your full pc specs by the way?
the last thing is disabling core parking of multi core cpus like i3/i5/i7.

I tried changing Vsync Settings in game and changed power management to best performance,didn't know about core parking but that didn't seem to change much either

I have a 3.70 GHz intel 3 processor and a Msi r9 380 4g GPU,4 G of RAM
and a 700 watt power supply to power it all

On A sidenote,it seems the YouTube video stutters can be largely eliminated if i minimize explorer to the tray
but even if i simuntaneousley open another YouTube video (even if it's paused) the stutters come back
