Game flickers to desktop when i click - HELP

My games keep flickering to my desktop when I click if I rapidly click the game crashes it also does this every once in a while in IE but only once or twice. I had this problem when I 1st got my monitor but I resolved it by changing cable and the refresh rate

I had a displayport cable plugged in the maximum refresh rate was 60hz so I plugged a VGA cable in to see if it was the cable causing this with the VGA cable I could set the Hz's to 75 so I did this still has not changed.

I did a malware and spywere scan found many results but once all of the were removed the problem still persisted I have a sapphire Dual-X R9 270X 2G D5. All the drivers are up to date and this has only started to happen in the last few days

programs are not responding more often and then crashing.

also on my desktop the blue box you drag to highlight shortcuts splits the vertical line is split in half because one half is behind the other half when dragging it if that makes sense

any suggestions?

also the blue box you drag to highlight shortcuts is in half one half of the line is behind the other so it looks like it is a refresh rate issue but i cant solve it by changing the refresh rate. 🙁

my computer it really unstable crashes all the time every time a launch a game any one who think they have any idea plz help
