Game freezing for a split second sometimes

My system:
GPU - gtx 1060 6gb
CPU - Ryzen 5 2600
RAM - 8GB DDR4 3000Mhz
STORAGE - 120 Gb SSD and 1Tb HDD
MONITOR - 144hz, 1ms

While playing games i noticed that even though my fps is at 140-250 i sometimes experience split second freezes and it is VERY annoying, especially when it happens during an important moment.

It happens without me streaming. At first i thought its because of encoding problems is why im skipping frames but i experience this even without the stream.

Is it normal that the gpu usage is below 50% on 1080p all highest settings in rocket league? it soeties even reaches 30%. gpu usage and the gpu clock drops at the same time and thats when i get the massive fps drop for a split second causing the stutter
 


my gpu drivers are 416. I tried reverting to 411 I had the same issue
 


No GPU usage isn't always going to be pegged at 99-100% It's perfectly fine to be at 30 or 50% is the game isn't demanding. Some games aren't! Rocket league wouldn't push that GPU too hard at all.
 


on the H/W it shows that the usage drops to like 0% for a split second sometimes
 
I had issues with 411.70, havent had issues with 416.34 drivers and i did not have issues with 410.xx driver release either. Try reverting back to the 410.xx release as i did when i had the same issues with 411.70
 


I am getting this exact issue with a similar system.

GTX 1070ti (Happened on my old 1060 as well)
16gb ddr4 2666mhz ram
MSI B350 Gaming Plus motherboard

I have reinstalled windows twice.. upgraded the video card, upgraded the processor.. and it happens in every single game. Quite irritating
