Game is freezing, no idea what to do

Aproximitly 5 months ago I made a similiar thread to this 1, but nobody seemed to know a solution.
Now after 5 months I decided to play the game again for the heck of it and it's still not working.

So here is hoping there are some really smart heads out there that can fix this riddle!
Basicly I used to run DoW 2 Retribution on ultra settings flawless on my pc with the following specs:
Intel Core I7 3770 @3.4GHz
8GB RAM
GTX660
But my harddrive crashed and had been replaced by a same type of harddrive (warranty), after this I reinstalled Steam and all other programs wich run complelty fine except for Retribution.
The problem specifcly being huge lag spikes that especially occur when go from one side of the map to another making a fast paced game like DoW not only unplayable but this also indicates there is a error in place.
What I have tried:
1) Update DirectX via the Microsoft site - tells my I have the latest updates for my DirectX
2) Switch to a older GPU driver - this appeared to work for a while but after I shut of my pc and reboot the next day to play again the lag spikes are back (I switched back to the new driver 340.52).
3) Validiate files via Steam - each time I try to validate the files Steam starts a 7MB long update, even after it has been downloaded, I can try to validate again and it will show my that it downloaded again a 7MB long file.
After I downloaded it and try to start the pc I am being asked if I want to delete my save games or not, since I have tried this multiple times I have tried delete and not.
After this it shows DirectX for Microsoft is being installed, than the game starts and works properly for 1 day as I showed in attempt 2.
4) Install the DirectX via the files in the Steam folder itself (D:/Steam/Steamapps/DoW2Retribution/install) this however is pretty interesting cause, each time I start the installation it shows me that it's copying files (files like DX9sound etc.)
What I find odd about this is that it says copying instead of installing or downloading, not sure if that is relevant but might be.
Also this process can keep being repeated multiple times in a row with the same results each time, this also seems to fix the lag spikes for 1 day.
5) I have even reseted my whole OS/Harddrive for the sake of this and still the lag spikes return after a few games or sometime minutes.
Pretty sure that's all that has been done till now.
Note that this problem only occurs in DoW 2 Retribution, all other installed games run fine.
I have warning logs and DXdiag files if needed.
Anyway, thanks for whoever took the time read this, any kind of help is appreciated.
 
Would you happen to be running any mods with the game? Those could possibly be interfering with the game.

I'm kind of confused because every other game runs fine right? Is this a known issue with the game itself? have other reported anything similar?
 


No mods, and I have looked all over and seen that there are some DirectX issues with the game that might be causing it,
But as I told I have installed the latest 1 from the Microsoft website, and installed the DX files manually from the files themselves but it doesn't seem to fix it.

Too clarify the problem for everyone, these lag spikes occur completly random it seems, some times I can play for 1 hour without any hickups.
But when the first lag spike occurs the whole game just stop responding properly, it starts lag really bad, and rotating to different places on the map creates huge lag spikes.
After the match ends and the loading screen appears it seems to take MUCH longer to load,
Trying to alt tab my way out of it does not work as the game competly stops responding forcing me to relog on Windows.
 
Go into your hard drive and go where the folder for your game is and delete that entirely. Then reboot your pc. Install the game again. Don't launch it.

Reboot.

On next launch try playing the game.

I know you've tried similar steps before, but this is worth a shot at least.

Also try disabling steam overlay in game
 

Nope didn't work either, guess it has to with compatibility issues with Windows 8.1
