Game stuttering on High End Gaming PC

I have a High End PC and I every game I play its stutters if I look around alot of if alot is happening. I get a stutter sometimes ever 1-3 seconds. The stuttering is very common & is very frustrating.

Specs:
CPU: i7-7700k
GPU: Nvidia GTX 1070
RAM: 16GB
Motherboard: ASUS Intel 1151 Socket Z370 Chipset Prime P ATX Motherboard

I have no idea what's causing this to happen but any suggestions would be great! Thanks

What make/model heatsink are you using? What are your CPU and GPU operating temperatures at idle and under load? Are you trying to overclock anything (CPU, GPU, memory)?

This sounds like a potential heat throttling issue.

Also, what type of storage devices (SSD, HDD, SHDD, etc) are you using?

Same Problem i Have on My PC I think it got better by enabling max pre rendered frames in NV settings to 4. Not Sure if it will help you but i think it got better for me. We have nearly the same setup and i have some 100% disk usage problems aswell have no idea how to fix them any idea ?
