Question Game stuttering with GPU usage from 0 to 100 ?

Hello,
I have problem which i cant resolve for some days now, i have problem with riot games (Valorant, League of legends) where i have random fps drops. While playing my CPU is aroung 60% usage and GPU is going from 0 to 100.

My specs are:
GPU: RX 580 8GB
CPU: Ryzen 5 2600
PSU: EVGA GQ, 80+ Gold
RAM: 2x 8GB DDR4 Ripjaws4 G.Skill 3000Mhz
MB: ASROCK AM4 B450 K4 Fatal1ty

Im playing on 1080p, Full HD. On Valorant i have 200 fps uncapped which goes to 160 and have alot of frame drops, and league of legends i start the game with 400 fps and it gets to 150 with stutters. Its odd that my friends with lower specs get more fps than me. Also the fps doesnt change no matter if i change the quality High to Low in game's settings.

I have tryed many things of which:
Priority to high on all the games,
XMP Ram overclock to 2933Mhz,
CPU Overclock (the problem was also before the overclock)
Temps are good under 70°C

Perhaps the problem could be a driver, bios or dust issue, heat can also be a factor (your areas climate).

Unless you have a monitor to support over160fps there is no need to have the frames uncapped. But if you do choose to uncap. Use Vsync if you're getting frames higher than your moniter refresh rate.
If that does not even out your frame spikes.

Restore everything to default settings in the bios. Clean install your device drivers.
Clean your system fans.
70C are still high.
