Games and applications won't start

About two months ago now I've transferred quite a bit of files onto my hard drives preparing for a move. When I first finally arrived here and booted up my PC my motherboard speaker gives off one beep. Then when I've tried to start up a game it shows through Steam that It's about to start then completely stops and doesn't even run the game. I've also tried playing a movie file, (mkv.) for an example, that'll play through VLC Media Player. But it only shows a blank picture through that media player for about only a blink of an eye and doesn't play anything. But things like my music still play and being able to update Steam games or even browse through Chrome..

To a part like like this I can only think of one thing to do and that's to completely reformat my hard drives and re-download Windows 7. But please if there is any other way I can fix this, any help will be grateful.

open an elivated cmd prompt and type
sfc /scannow

this will repair any broken windows components.

then open device manager and see if any of your drivers are broken.
if you have any 3rd party codec packs installed remove them

reinstall any apps that are still not working properly.
