Question Games are somewhat laggy HELP!!!

Hi basically i wanted to play gta 5 but for some reason it laggy despite in low settings in the past it was running high setting smoothly but now its just bad....
i also wanted to play batman arkham knight but it was also stuttering.. idont know if its my pc problems...

Cpu- I5-4690k
Gpu- GTX 960 Gigabyte
Ram- Ddr3 8gb
