Games at about 20 FPS at low CPU, Memory, and Disk Usage

Just as the title says, my games for some reason are running really slow, but in the task manager in performance, all the percentages are below 45-50%. Also, I have always been able to run these games, but stuff happened. Long story short, I reset everything, installed windows 10 again, install new bios software, ran malwarebytes, and everything. My specs are:
i5 3.5gHz 4690K
GeForce GTX 970
8 Gb RAM
1 TB of Hard Drive Space
(P.S. I cleaned all of my hardware, even between my heat sink and processor.)

Yes, your PC / CPU is overheating !
It is downclocking itself so it doesn't burn and that is the cause of your lagg/low fps !

your kind of guessing here. He should just run afterburner or some other monitoring software which will prove this for 100% certainty before spending money on something you might not need. Run a game with afterburner in the background and once it starts happening, let it go a few minutes then close the game. Go view the results and you should see the cpu temp rising while the fps falls. If the cpu temps are stable then it is definitely something other than thermal paste.

Best thing to always do first is to run something like afterburner and look for patterns that shouldn't be there.

I did try this and I have weird results. So I ran the afterburner and booted up the game. Of course the temperature will go up as the game boots, loads, and plays, but after that, it was a steady line for about 20 min and then I closed the game and it went back down to a regular 47-50 degrees Celsius. But, it stayed at 58-60 degrees Celsius, inst that really high, seeing as room temperature is 20? I would also like to add that i put all the settings to low, windowed mode, and 800x540 resolution. I was also still lagging, but not as much as when I tried to run it at max. About 20-25 FPS.

I just played mass effect Andromeda online for a few hours and had average temps on my i5 of 52-55. Your temps shouldn't be high enough to force the cpu to slow itself down. I'm using an i5 4460 and i'm not sure if what you have just runs much warmer during idle, but I idle at 42 or below and hitting around 50 seems fairly high for doing nothing. Seems like your cpu is running warmer than you would want it and perhaps thermal paste will help, but I think there is something else going on and I'm not really sure what it is.
