Games capped at 60fps

I recently used Nvidia Inspector to cap Fallout 4 at 60 FPS, as I didn't want to use VSync, but now all of my games have been capped at 60fps. I have disabled VSync in all games via the Nvidia Control Panel and checked that in Inspector, as well as any global frame rate limits. How can I remove this frame rate cap that I can't find?

What is your video card? Also is your monitor capable of 60+ fps? If so go to your Nvidia Control Panel and set your fps to 120 or 144.

I have a GTX 970 and my monitor is capable of 60Hz, but at that frame rate I get some seriously bad tearing. I have also tried resetting all settings to default, but that hasn't worked.

EDIT: Ok, since this I cancelled a bunch of gaming and GPU-related processes in Task Manager and somehow got rid of the cap. I don't know exactly which process it was, but I think it may have been RTSS
