Alright, I have been having this issue for a while and it seems to only be related to AMD GPUs. I don't know what to do to properly fix it.
Basically, whenever I open a game in fullscreen, or change from windowed to fullscreen the game will flicker back and forth from a black screen and the game screen. This has caused me to run all of my games in windowed borderless which fixed it but causes performance issues such as less frames.
I rectified the problem before by using a very old graphics driver update, but most games don't work properly with the old drivers anymore and I have been forced to update to the new one which causes the issue. I have reported this issue to AMD several times and it has now been over six months of driver updates and the issue still persists. I really want to know if it's just something with the drivers or maybe a certain file that needs to be deleted.
I primarily notice this issue in Rocket League and CS:GO. However, it's weird because certain games for example such as Age of Empires 3 and Call of Duty Black Ops 3 run perfectly in fullscreen with the new drivers.
