[SOLVED] Games freeze for a sec or two

Hi guys I recently built my computer and I'm having freeze screen problem in some games like metro exodus, I got some fps drop in shadow of the tomb raider but in metro it freeze temporarily like 2 sec or something, I have tested the hdd and it has 16k hours of work but all sectors are good, I did a memory test and everything is ok, the GPU or CPU seems to be ok but I'm not sure what is causing the problem, i will attach a video that i captured when i was playing metro exodus.

Something that I don't know if matter if that one of the ram is 1333 but i Oc'ed to 1600mhz.

I think the problem could be a CPU or GPU thermal throttle but I'm not sure please watch the video and let me hear your opinions.

System specs:
xeon e3 1230 v2
8gb ram 2x4
rx 580 4gb
2 500gb 3.5 hdd

But the CPU usage doesn't go up
If the physics is running on a core that is already at 100% it wouldn't.
The other thing to consider is network latency, also possible the game is coded badly, no one ever seems to consider this as an option lol
You should probably get an SSD though even the budget ones are very good compared to mechanical drives
update of what I 've done yesterday and today:

-Update gpu drivers
-Put sata ode fo}rom ide to ahci, after this the game wont freeze but fps sometimes goes down a bit
-I noticed how my gpu sometimes goes to 0%
-Did a crystaldisk mark and where my SO is installed i got like 98mbps from reading speed
- Disable the overcloking of the ram
-Undervolted the gpu

i think its either the CPU or the HDD, one thing that is pretty weird is with Heaven Engine Benchmark i don't have any problem, i think is because its lightweight or its not so CPU demanding
 
i did a superposition benchmark and went well please help

8Gb of RAM is low for recent games. Like the earlier user said, you are using virtual memory on your HDD instead of real RAM. This makes your game slow and freeze.
 
Hi thanks, @Zizo007 and @Flayed for taking your time to help, i thought about that, seems like 8gb of ram is like the old 4gb, 16gb of ram is the way to go i guess but, I'm still worry about a cpu bottleneck or a GPU problem, i would like you guys to watch this video and look at the gpu usage, I don't know if it's normal that drops from 100% to 88% watch the video from second 5 and see how fps drops as well as gpu usage

I'm worried because playing pubg lite i don't have freeze problems but I do have GPU usage drop, so I don't think its ram in this particular game, the fps counter that is built to the game sometimes show me 30 fps, but the msi afterburner fps counter always show me over 150 fps, never goes down, and as I said the GPU usage sometimes drop, I want to be sure the GPU is good and it's not causing the problem

i think that is one of the problems too i should upgrade ram and ssd and see how it goes
