Games lag after re installing windows7 64 bit.

I used to run games (pes 16,dmc,batman AC etc. ) smoothly on my PC.
But due to a problem with software I had to re install windows. I updated my gpu driver, dX (June 2010) , .net 4.6 and c++ (2008 and 2012). Still all games lag. Especially pes16. Plz help.

Pentium dual core 3ghz
6gb ram
R7 250 1gb ddr5
Win7 64bit

im using crimson 16.3.2. i think its the latest version.

btw can it be be caused by not having vcredist 2015?

Because we don't use CRT monitors anymore
Joke aside, it's an all around better os and less demanding on a not-so-great system such as yours.
And you are less prone do do something wrong on a fresh install of that than 7.
