Games Launch as Background Process

I'm having an issue with steam right now, and the same goes for Blizzard. When I try to launch a game in steam, it launches and is a "real" program for a split second and then turns into a background process and stays like that. I've tried re-installing steam, and verifying game cache, so at this I point I don't know what to do.

As for Blizzard I re-installed Blizzard, and Overwatch, and it gives me the same error, which says "No compatible graphics hardware was found (0xE0070150)". I have no idea what this means.

Note: I use an RX 480 which at the time is running the latest 17.4.2 drivers, 4/12/2017.

Try looking into this, msconfig is built into task manager of windows 10, so look at the start up programs and see if anything is abnormal.

I looked at startup on task manager, but what exactly do you mean about abnormal?

What I meant by that is do you see any programs that you don't recognize normally.
If you know what the services go to for each program installed on your hdd and you see one that you don't recognize daily.
Try disabling that to see what happens, also since this problem started out with overwatch.
Did overwatch have any pending updates to download from its client ?
Reason why I asked this, some games do start out like that, project cars and dirty bomb did that to me last year.
