Games run fine for a few minuets then drop frames drastically

My problem is that when I start playing a cpu heavy game like CS:GO it will run fine for 3 or so minuets then it will start to drop from 250-130 FPS. This gets worse as time goes on. But GPU heavy games like Fallout 4, I can play no problem on ultra if I wanted. All this started happening after I quit playing rust 3 weeks ago. I've looked everywhere on other forums and no luck.

Things ive done:
Gotten a brand new Coolermaster 212x (so its not overheating at 43c)
Reset BIOS
Updated graphics and sound
Unplugging one of my monitors
Toggled memory paging
Tried new cables
Scanned with malewarebytes
Unparking all my cores
(this is all I can think of what Ive done in the past few weeks)

My specs are:
GTX 1080
i7-6700k
16 gb ram
Windows 7 pro
64bit

(if anything seems off its because im still learning and open to suggestions!)

Try ccleaner and optimize for the game. Try these launch options. -high -nojoy -novid -threads 4 -tickrate 128 +cl_forcepreload 1 +mat_queue_mode 2

Make an autoexec.cfg in the csgo\cfg folder and add these entries.

Change your friend settings. Disable when any Friends joins a game. Disable when any Friend comes online Disable. Disable flash window when i recieve a message. All 3 settings are hard on FPS drops ingame.
 
If you know what your doing on windows services this link tells you those you can shut down to free up RAM.

If not then I suggest advanced systemcare scan and boost. Use the scan to optimize all your windows registry and remove junk. The boost shuts down services you dont need. Also I suggest getting driver booster make sure your using the latest drivers. Both are in the popular downloads list.

Those programs seemed to help my system, but my game is still lagging. Im thinking there's an embedded virus or something, and I might just factory reset/ reinstall windows. If you have any other ideas ill give 'em a go.
