Games running 2 frames lower than set frame limit

I've got a decent gaming computer, it's nothing spectacular though. I have a problem though where most of my games will run slightly slower than the set frame limit. I use frame limits to reduce the load on my GPUs, otherwise my games will run around 400 fps and heat up the cards. I prefer setting a frame limit over vsync because I get the dreaded input lag on most everything. The slight FPS drop causes major stuttering.

On Warframe, if I set the FPS cap to 60, I get 58 FPS. Set it to 72, I get 70. 144, 142.
Middle-earth: Shadow of Mordor has the same issue.

I don't have time to test more games, for I am a student and don't get to spend that much time on the computer during the school year.

I am running a preview build of Windows 10 (14971), however the version hasn't changed since before the problem started. This being said, I am unaware of any changes there, but I won't deny that there may have been one.

PC specs:
i7-4790k @ base clock (4GHz, although it turbos to 4.33)
16 GB DDR3
2-way SLI 960 2GB @ 1.5 GHz

I updated my graphics drivers recently, around the same time that my computer went to build 14971, so it was before the issue started. I will get the version number soon, Geforce experience doesn't want to open without a system restart. I know that can be an important factor in troubleshooting game performance.

Since you are running nvidia you should just be able to set a frame cap in nvidia inspector.
And since it wirks at driver level and you have profiles, you can set it either globally or for every game independently.
There are ways to add more options into it, if your desired framerate isn't shown. I have basically all numbers from 22 all the way up to 290 fps in it.
