Question Games running at 60fps or switching to 60 hz makes moving mouse choppy

Here's my full specs:
RTX 4060
i5-13400f
Gigabyte b660
16gb ddr4 3200mhz
LG ultragear 24gs60f
Glorious model o mouse(I use it wired)
Whenever the fps gets below like around 100, the mouse becomes kinda choppy, like it's skipping frames or something, but the image itself looks fine, same thing happens if I switch hertz in display settings,I literally can't play any game at anything below 100 fps to get a decent experience, which for obvious reasons I can't physically do. I tried different gpu driver versions, installed latest motherboard drivers, tried setting gsync on/off with vsync on/off, adaptive sync, change resolution, aspect ratio, literally everything. The problem is that I'm not used to high refresh rate as many say, I literally know what 60 fps should look like because I used to have a 60hz monitor and it was buttery smooth. I'll take any advice, please, I'm desperate

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Might want to also mention the games you're taxing the system with.

Using DDU prior to each driver reinstallation?

Cpu cooler: I don't know but the CPU temps are low

PSU: 600watt brand new psu

I checked the bios version In aida64 and it says f1
I stress tested everything a couple of times and there's nothing wrong. I used ddu every time before installing a new graphics driver. I tried playing cyberpunk, red dead redemption 2, GTA 5 and was averaging 90-100 fps in all of them, yet it doesn't feel smooth
