Question Games stuttering but not in benchmarks

I just recently had my new pc built... 14700k i7, ROG STRIX 4080 SUPER, m.2 980 pro 2 tb, KRAKEN 360 AIO, CORSAIR RM 1000 PSU, ARORUS Z790 MOTHERBOARD.... i have high fps and very good score in user benchmark. all temps are fine. i feel like ive tried everything and im so close to just selling everyhting.... if anyone could have some advice for me i would so greatly appreciate it... thank you for your time.

What games have you taxed the system with? Where did you source the game installers from? BIOS version for your motherboard? Did you install the OS in offline(if you're on Windows 11), manually installing all drivers in an elevated command, with the latest versions?

i first used windows boot drive, then i installed my nvidia drivers. then i purchased windows 10 key and activated. then i installed focusrite soundcard drivers for my interface. then realized i never updated windows 10 after purchasing so i updated. then i realized i never updated motherboard drivers so i updated drivers and my bios. after all of that i tested ecscape from tarkov, day z, counterstrike 2 which ran at 350 fps smooth as butter, call of duty, and grayzone warfare. all games except cs2 have a skip/studder while playing even though high have high frames and good temps. i monitored with msi afterburner. i also ran 3d mark benchmark test and everything performed very well. and if this helps, when my pc is shut down a red light on my GPU always stays on.... thank you so so much for getting back to me! i really appreciate this!
