Gamin Setup Help

Hey guys, recently I've been looking around to make my own PC, I have 2 setups , though im not sure which one to go for, an extra 60 dollars for a Gigabyte Geforce 770 OC Edition 4GB over a EVGA GeForce GTX 770 Dual BIOS Superclocked 2GB and a CPU cooling setup. If you could assist me in which setup i should buy or whether or not i should add/take some things on or off. Cheers:
