Gaming at 4k 40 inch

I sew that in gta v someone with 1070 got 40 to 60 fps in this resolution and the 1080 ti is not far from him
So ther is bottleneck to the cpu in this resolotion?
Ryzen cpu or the 7700k? Its most for gaming but i can see improve in ryzen in the last updated but its still not as good for gaming
And do i need to know something before buying gaming pc in 4k?

4k gaming is about 95% GPU-related....(naturally, 'enough' cpu is always recommended)
