Gaming Computer Build Advice for Grandfather, Only plays Rust

Christmas is coming. My Grandfather is retired and enjoys playing Rust. My Grandmother died a few years ago, so he literally lives alone and plays Rust all day.

The problem is that his rig is completely outdated. He plays at maybe 20FPS.

I want to surprise him with a rig that will play Rust at a solid 60+ FPS on preferably high settings. I have only built one computer in the past, and would like advice on this build for improvements on performance / price.

Approximate Purchase Date: Black Friday, November 25

Budget Range: $1,500 (total, but can go some over)

System Usage from Most to Least Important: Gaming (Rust), some movies, internet browsing.

Are you buying a monitor: Yes. I'd like him to have a great monitor with stunning visuals.

I don't know which is better as far as an OS. He really only plays videogames. I was thinking SteamOS, but I heard there are some compatibility issues between the OS and running Rust. He really liked Windows 7, but it isn't supported anymore.

Is there another user-friendly OS (My Grandfather is very old), that is compatible with his games and ensures performance like Windows 7 did?


Additionally; I'm purchasing the parts on Black Friday in hopes of saving money. Are there any Black Friday deals on equal or better parts that you'd recommend?


 
Windows 10 isn't vastly different, than 7. Also DX12 will require it, should he ever want to play future DX12 games.

Since its for your grandfather he probably wont overclock so could save some money on CPU and motherboard ( 6500 with h110 Mobo)

Also not sure how he literate he is with computers might consider dropping the HDD and put in 500GB SSD so there is no confusion about install directories. ( samsung 750 500gb) EDITed it :

I agree on the not overclocking, mentioned above. Changed to an i7, keeping with the DX12 possibility, as that is supposedly going to finally get us into better multithreaded support.
