Question Gaming Feels Unresponsive and Sluggish

I have been dealing with the issue for a very long time. I have been playing PC games for years and the way my game feels has a major effect on how I perform. My game does not feel snappy, and responsive like it should. I spent thousands on a rig and have been optimizing everything I could to my knowledge.
MY ISSUE:
Despite having consistent high fps (~400+) my game never fails to feel sluggish and unresponsive, almost delayed. My gaming sessions almost feel worse as they progress, leading me to believe it's temp issues but I don't think anything is running too hot. I play at a very high level as it is, so hardware performance has always meant the most to how I can play. I know I am not going crazy, little tweaks here and there but nothing that every makes it permanently feel how I want it. Anybody have any recommendations or similar issues? I would be so ecstatic. <3

32GB RAM @ 3600 MHz

Every single sessions feels so different, so it's almost impossible to perform consistently. Most annoying issue I have ever faced and it's seriously leading me to completely quit gaming.

did you find anything new about this? many have these issues.

What OS are you using? Win 11 is having some problems with core background programs being resource hogs.
