Gaming FPS Difference?

Hello everyone! I was just wondering (if this website is even right) about the fps of these games with the components. I have a i7-4790k OC'd at 4.7 and a ASUS ROG Strix GTX 1070...G.SKill 16GB Ram at 1866. and im getting no where near these averages. what could be the difference between those scores and my fps? Im getting like a solid 15-25 fps difference
Like on the scores...the average on Max settings on 1080p is 165 FPS for Fallout 4!? my pc gets like major dips even below 60 and on max sttings i only get like 70. What could really be the difference

With a better system than yours I seem to see in the 125 range for fallout 4 on a 1070. Don't believe sites like this. Where do they get their numbers? User submissions?

As far as i know it is user submissions...
Are there any reliable sites i can compare my pc to? I feel like my PC is under par.
You said you have a better system with a 1070 from what i think you said...what is your build?

I personally don't anymore. I use overwatch ony "test suite" for my customer builds. Last several 1070 builds we're all r5 1600s and usually stuck with a 7600k at a 1070 budget before ryzen launch so I don't have a great comparison for you for much other than overwatch should be 120ish fps most of the time. Did you run ddu before you installed your 1070? Fresh Windows install when you built your computer? Checked temps/cpu&gpu usages and speeds under load only I care zero what anyone's idle temps are

Yes I actually did wipe my SSD a few weeks ago to get a fresh windows install. And what do you mean did i run ddu before I installed my 1070?
What is ddu?
Temps are fine.. gpu hits max 72C and cpu... max 65C when under full load.
Overwatch gives me like 90-100 fps when im on max settings

Hello,
You do NOT have to run benchmarks to know if your system is performing properly.

You can just test the CPU and GPU separately. For example:

1) Run Prime95 and Task Manager:
- then just observe that at some point all EIGHT THREADS show in Task Manager->performance->CPU (may have to change to show all graphs not one)
- near 100% load your CPU frequency should be 4.4GHz+ (not exactly sure how you overclocked)

Thus no issues there.

2) Graphics Card:
Unigine Valley is one good choice (ignore the numbers in the upper right as they are WRONG for me at least on two systems).

Use MSI Afterburner, EVGA's Precision X (OSD) as applicable and simply monitor both:
a) GPU frequency, and
b) GPU usage

*Except for the dips between screens, when running the benchmark you should see GPU usage hit 95% or so and 1900MHz+ depending on what your maximums are for frequency. Possibly close to 2000MHz.

Then you know your GPU performance is correct.

OTHER:
You can of course look at benchmark scores, but I've found many range more than makes sense to me. Not sure what I trust there.

I do use msi afterburner to watch my CPU/GPU Temps, usage, and frequency during gaming. However...if im understanding what youre telling me... during gaming, my GPU usually maxes out at 99% and my CPU usually is at 50-65% while gaming in games like GTA or Overwatch.
GPU is about 1987MHz (something around there) at full load.
And my CPU is overclocked to 4.7GHz and its using about 65% under a AAA title xD
My PC does match what youre saying...however i just wanted to know why other PC's are performing better than mine with the same specs.
