Gaming fps help (low fps on system)

Hi there!

I have a good pc, a gtx 1070 armor oc, a i5 4590 (obviously not amazing cpu but still) 8 gb of ram (also something I need to upgrade) a 1 tb hdd (ssd would be nice but not necessary).

I tried to play assassins creed black flag for the first time (old-ish game I know) but I am getting around 45-60 fps on this setup. Setting wise I have physx set to off, msaa x8 the rest maxed out at 1080p 60 hz. Why am I getting such a low framerate? This has happened in other games too, where I should be easily getting 60fps but I'm getting around 45-60? (usually 50-55 but still).

Any suggestions would be greatly appreciated, thanks

Have you tried running DDU in safe mode? If no do that now....then reinstall the latest driver. LMK if this helps.

Nope nothing. I tried doing complete driver refresh using the method described
