Hello, i have build my own computer like 4-5 months ago. When i am playing games and i got over 60 fps the game start feeling like it was at 40 or 50 fps. the problem goes away when i am activating the v-sync but its kind of annoying because i am loosing all my fps. i was wondering if somebody has a solution because i cant find any solution online. Thanks.

Solution
Fps drops see here; https://www.reddit.com/r/GlobalOffensive/comments/6mldl4/found_a_fix_for_anyone_that_may_be_experiencing/

Other reasons for fps drops could be heat & throttle related so monitor temps for both cpu and gpu with hwinfo64 - if you use this app, don't enable the sensor it warns you about it could cause instability with this particular sensor, it will be the first thing hwinfo will warn you about and will advise not to enable.

Game bar/ Xbox dvr recording could be an issue in some games. Game bar's fullscreen optimisations can be an issue in some games. To disable fullscreen opt the setting is under the compatibility tab for the game's exe, or you could create a shortcut and the option will be there also.

So theres...

ive already tried to blocked my fps on CS:GO with the console but sometimes my fps dropped to 59 or 58 even if i have over 200 fps without V-sync or the console command.

So theres two different issues here, one is drastic fps drops and the other jumbled frames not syncing to monitor when theres too many frames going on so a higher refresh monitor would be better.

If you hate Vsync lag then use Nvidia Inspector to limit fps to 58 or 59 in games without a console and turn Vsync on.

Fast sync is also another option in Nvidia CP under Vsync. You would turn Vsync off in-game and let Nvidia override.
