Gaming PC Build

Wanting to build a gaming PC with the new AMD Radeon R9 290. How much would I need to spend to get optimal performance with out breaking the bank on a PC build? I don't want to skimp out on anything to save money, but I also don't want to get more than is needed. I'm also going to wait for the third party AMD Radeon R9 290s. Also what type of cooling should I get considering the cards problems with overheating? Recommended builds? Thank you to anyone who answers.
