Poor quality monitor choice, that model is absolutely terrible.
Other components are also unnecessary or overpriced, such as the GTX 950 which is more expensive than an RX460, and performs worse.

Would you be okay with the Corsair SPEC-01? It is a better case for the money, as the Thermaltake has cheap build quality.

Better performance for cheaper, and a nicer case.
If you want, you can go for the Spec-01 and get a build for $640.
This is the looks build, and will perform worse due to the fact that I've put in a nicer case.
Looks better, but performs worse than what I can do with your budget.
