CPU: AMD Ryzen 3 3100
GPU: Nvidia GeForce GTX 1650 Super
RAM: 16GB DDR4 3600 MHz

As the title suggests, my PC is not running as it should. I know I don't exactly have a supercomputer but according to various YouTube videos with PCs of these specs, my PC performs to around 50% of the levels shown in the videos. This website (https://howmanyfps.com/) shows that my PC should be getting at least double the frames as it is for me currently. I'm not sure what's wrong, what are some steps I can take to resolve this issue? Thanks!

Be wary of comparisons to YT vids, especially in situations where you don't know the exact components utilized, things like overclocking, resolution scaling, and settings being (un)applied without full disclosure. Most if not all tube reviewers make their money and gain sponsorships that are both forthright and "to the side" for helping reflect a positive light on products. There are a lot of them that say they are unbiased. A WHOLE lot less that truly are.

Even seemingly unimportant aspects of your build, for instance the motherboard, can dramatically change performance parameters. Settings involving sync, drivers, cooling, power delivery and more.

Best to consider modifying resolution and quality settings to help get closer to what you are expecting to experience and worry FAR less about the perceived performance as relayed by someone being paid to say so. In some cases, you might try contacting the reviewer(s) and make sure you are not only using all the exact equipment they were, but also if they will disclose all the things they turned on or off to achieve said.
