Question Gaming PC is underperforming in games ?

Hello, I built a new gaming PC a week ago. It has a 7800X3D, 4090, 32GB DDR5 6000mhz and a 420mm AIO. I started playing watch dogs 2 on 1440p and noticed I was getting lower frames than I should be for my system and a game from 2016. Its fully maxed out and im getting an average of 120 FPS which is only 25 frames more than what 4k should be getting. I need help with why my PC is underperforming. I should be able to run anything on ultra settings at 1440p. I believe i should be getting at least 180 frames at 1440p on watch dogs 2.

What game - old (2016 noted)? That could be a reason in itself.....

PSU: Make, model, wattage? New - correct?

Disk drive(s): make, model, capacity, how full?

Use Task Manager and Resource Monitor to observe the use of system resources.

Determine what resources are being used, to what extent (%), and what is using any given resource.
 
Please I need help. I recently built my gaming PC and am seeing underperformance but dont know the cause and how to fix it. I have a 4090 FE, 7800X3D, 32GB DDR5 6000Mhz, 1000w PSU, 420mm AIO, SN850X m.2 and 12 case fans. I have attached a clip from outer worlds with RTSS running and am getting stutters and frame drops down to 80-90 frequently. This should not be happening at all with my PC. I play at 1440p. Yes EXPO and XMP are enabled. Motherboard is updated.
 
What are you overclocking (CPU, GPU, memory), if anything?

What are your CPU and GPU operating temperatures at idle and under load?

Does this only happen with this game, or does it happen at other times?

Are Windows, your major drivers (like chipset and video), and the motherboard BIOS fully up to date?

I couldnt get the video in here, it only allows links. Detroit become human runs like a dream though. Im not overclocking anything except for my RAM which is done automatically with EXPO. My GPU usage is constantly fluctuating between 39% and 97%. My CPU package temp is anywhere between 50 and 57 degrees celsius. All of my drivers are updated. Some people were complaining about the outer worlds being unoptimized but that shouldn't be affecting the rig I have. Not even the unoptimized games should be giving me trouble with the high end hardware I have. I played watch dogs 2 and even that game was giving me frame drops a lot. I play at 1440p.

I have a similar system to yours, except it's an Intel 13900K, and I found it's a waste of time to constantly be chasing the framerate dragon. If a game plays smoothly for me at the resolution and quality level I want, then I'm happy. I couldn't care less if I'm getting 120 fps when someone else says they get 200 fps. Most of the time, if a game isn't running as smooth as you'd like, it's the game's fault, not your hardware (especially if you've got all drivers and BIOS versions up-to-date).

For a game that came out in 2019 I should be getting a minumum 180-190 frames. We paid so much money for our systems, dont you think we should get our maximum performance? Whats the point of PC gaming at that point? Its mainly the stutters that im gaving issues with.

There is obviously an issue too if other people with the same hardware are getting over 60 frames more than us. If its the games fault yhen it shoukdnt be happening to only us, they should be having trouble as well.

obviously you don't understand what the complaints or the term mean then.

"unoptimized" usually refers to the fact that a game cannot run as most would expect due to code being inefficient and/or data being loaded inefficiently.

it wouldn't matter if you had the world's most powerful supercomputer, this particular unoptimized application just could not run smoothly on average.
usually updates would help with this type of issue but sometimes we're just stuck with it.

there will be games out there that you would be able to max whatever refresh rate you have and more with fps but there are still others that just cannot offer that sort of performance.
some even still have locked max frame rates whether you would want that or not.

why did you ever invest money into PC gaming if this is the way you feel about it?
you could have stuck with consoles and stuck with the limited options available and not had to worry about your particular components at all.

I apologize man, im just fed up and ranting. I have only played AC brotherhood which ran great, watch dogs 2 which had frame drops, farcry blood dragon shich felt great and now the outer worlds which has micro stutters. What im not getting is how other people on benchmarks are getting way better performance and zero stutters with the sane hardware?

these are usually very reliable units.

though i've seen some out there still complaining that their RTX 4090 requires a minimum 1200w to run effectively along with a higher-end CPU.

i haven't tried them all, but Outer Worlds for example has always given issues with gameplay even with higher end hardware and capped frame rates.
i can easily get 100fps @ 3440x1440p with maxed settings but even capped at 90fps i still notice some stutters here and there.

more so than being angry at the hardware manufacturers, we should be fed up with these gaming corporations getting ridiculous amounts of money for their software and still suffering from issues like this years after release.
