Gaming PC not performing like it should

My gaming PC isnt running like it should I watched a youtube video of the person with same cpu and gpu as me and he was getting 300 frames when I would get 120-130.
Game is csgo

My specs :
Motherboard: Maximus VIII ROG

Windows 10 pro 64-bit (10.0, Build 17134\
Processor Intel(R) Core(TM) i7-6700k CPU @ 4.00 GHZ (8 CPUS), ~4.0GHz
Memory: +16384MB RAM (2 Dominator ddr4s)
DirectX Version 12
GPU NVIDIA GeForce GTX 1050 TI
2 SSD cards
Samsung SSD 840 EVO 250GB - my Local Disk (C
Samsung SSD 850 EVO 500GB

WIthout anything running my task manager shows
CPU 4-6%
Memory 32%
Disk 0%
Network 0%
Gpu 1%

ALSO heres a picture of MSI Afterburner information in game while playing a casual game on CSGO with max settings no motion blur and 2560 x 1440 full screen windowed

I helped a guy the other day same problem check to see if VSYNC is on. Check GeForce experience also

my VSYNC on csgo is on triple buffered and on GeForce it says to use the 3D Application settings

the ram you use all effects fps greatly.

Yes im watching the guy play on dust 2 which I am playing on i have the same settings as him but am getting 200 less FPS

Yes I even tried with low settings and it still gave same fps

Try running Resource Monitor and Performance Monitor.

May identify some bottleneck.

Resource Monitor is fairly straightforward.

Performance Monitor likely to take more effort.

I just decided to completely reset my pc as for some reason when I was trying to system reboot it to the last update literally yesterday it wouldn’t allow me so I tried to put it into safe mode and then it decided not to load bios or anything at all and now it’s messed up so I had to somehow reset everything it’s reseting right now so I will update if the FPS is fixed after I redownload EVERYTHING at 2-4 mbps download speed
