Gaming PC Performance Degrading overtime?

Hi, I have had my Gaming PC for about 2 years now (Bought Used) and since i have purchased it ive seen a almost no performance degrading at all but just int he past month ive seen major problems such a stuttering and constant dropping of frames. This bothers me alot considering i use to get 180+ FPS on CS:GO consistently and now im getting anywhere between 70-95 FPS. This also effects all other games i play (PUBG, OW, LoL). Since the problem has occurred so suddenly im not sure what could have caused it or if its just my Graphics card telling me its time for an upgrade. I have tried doing a Clean install and running Anti-Virus software just to see if that would help but somehow it made the problem worse. Im not really sure what to do here and could really use some professional advice. Is it time to upgrade? Or is it something else?

i5-4690K
Nvidia GTX 960 2GB
MSI Z97 Gaming Edition Mobo
Some sort of water cooling (I think corsair)
ITX Build Case
550I Power Supply


For one final thing and i dont know if this means anything but i haven't opened up my PC and cleaned it since ive bought it.
 
See if ur video drivers got messed-up.
A couple months ago i noticed the same symptoms ("stuttering and constant dropping of frames") and discovered my video drivers were M$. I attributed it to the way nVidia changed: the location of their temporary installation files and the location of the installation files.
 

Cleaned it out completely today and nothing changed 🙁
