Gaming PC stutters

First I will state the current build of my computer below.

NVIDIA GTX 980 video card
INTEL I5-4690K cpu
SAMSUNG SSD 1TB
24 Gbytes of DDR3 dual channel ram
z97MX-Gaming 5 Gigabyte motherboard
Windows 10

Explanation of problem:
Periodically my computer stutters while gaming or even when idle. The stutters will be more severe while gaming. They are fairly random though. At times I will barley notice any stuttering, and other times it can get really bad. Typically it just feels like the mouse jumping around the screen and it freezing up for like a half second or so. When it's bad the stuttering will be every 30 seconds or so and can last for up to 2 seconds at a time.

Here are some things to note:
■ Not an internet speed connection. Happens offline & online.
■ Seems to be worst the longer my computer is left on. (not ALL the time but more often)
■ not a low spec issue because the games it will happen on are relatively low demand and will get over 100 fps.
■ started happening pretty randomly. built computer months ago and now recently just started happening.

Troubleshooting:
■ full windows reset but left drivers installed.
■ updated all and any drivers I could find.
■ stress tested cpu and it stayed consistent and stayed at 100% usage
■ did a SMART check on SSD and it came up OK
■ Did malwarebyte scan and AVG virus scan with no viruses/malware
■ checked temps, when not gaming they get no higher than mid 40's but while gaming they can peak around 75C

Weird Things I've noticed:
■ Stuttering improved slightly after windows reset
■ occasionally the usage of my SSD will stay at 100% for a minute or so even while idle. but computer does not freeze.
■ they seem to happen in bunches or more frequently pretty random. can't really figure out a rhyme or reason

Any help will be greatly appreciated... I'm just lost on what to do next.
1 last FYI my computer has barley any startup apps running not much on here (Because of windows restart)

**update** a while back close to when it first started happening I did get a screen of blue death but I can not remember exactly what it said but it crashed while I was gaming and I just restarted computer at the time.

Also, https://www.techpowerup.com/reviews/Corsair/CX600M/8.html <-- transient response is so poor (over 2.25%)that it's almost unacceptable (twice the ripple limit for ATX specs, though within voltage range). Compare it to the EVGA G2 or Seasonic 660XP2 that have less than 0.75% error, which means only 90mV spikes which are well within ATX specs even for line ripple+noise!

I'm honestly not sure I will unscrew my case and find out. Something else that I'm hearing for the first time is a weird clicking noise when I started it up today... I do not have a hdd in the computer so I have no idea what that could be.

**update** the clicking noise is actually coming from my surge protector... I seriously doubt that's the issue though.

**update** swapped power surges and honestly the stuttering, I think got slightly worst... this is so weird...

**update** Power supply is Corsair CX 600M
 


The CX600 is NOT a valid PSU for that graphics card and CPU. You'll need something using a Seasonic or SuperFlower Leadex Gold/Platinum base, like the excellent Seasonic 660XP2 or EVGA G2 650 (ONLY G2 or P2, NEVER G1,GQ, or NEX)

It definitely seems like it's power related, though you won't know if the issue is just PSU or also your home wiring until you replace the PSU

Wow, I had no idea. I wish I could test a PSU before purchasing lol.

Okay, I'll do my research. thank you for the help! I hope you're right... the only thing that bothers me is if I indeed did NOT have enough of a PSU why wasn't it doing this from the very start?
