Gaming PC that's never ran as well as it should. FPS issues!~

windows 10 (newest) ...lost my windows 7 disc
Motherboard: H110m gaming
graphics card: NVIDIA GeForce GTX 960
Processor: Intel(R) Core(TM) i5-6500 CPU @ 3.20GHz
RAM: 16

Games I play
League: FPS 200-20FPs (Just are really often and usally hover lower the longest)
Farcry4: like 40 fps
darksouls 3: runs ok but has pretty often fps drops
Overwatch: Runs better than most, still randomly choppy

Things i've tried
-drivers up to date
-changing default 5% min cpu in power saver
-nividia control pannel and selected for performance.
-crying

This Pc has had fps issues since buit. Any ideas?

I dont know much about dealing with the BIOs, which settings would that be?
