Gaming pc under $700

I need help selecting parts for a Gaming pc under $700. preferably a pre assembled pc but if it is just parts then thatll be fine too!

You should add what performance your expecting, whether to include a monitor in there (extra $), mouse, keyboard. I was able to get a dell PC for $400 at office depot, slapped my old 500w PSU to it and stuck a $200 GTX 960 for my little brother. Plays everything he likes @60fps 1080p.

run games like the total war series with no lag and yes i need a OS, and wifi adaptor.. what i was thinking about doing was going to www.ibuypower.com to get one of there refurbished ones for $699 but i thought i would come here for a 2nd opinion
